PROBLEM TO BE SOLVED: To provide a film winding device capable of preventing a lay-on roll from being slipped without increasing a pressing force. SOLUTION: This film winding device 113 comprises a core 133, the lay-on roll 135, and a surface roughness measurer 140. A film 101 is wrapped around the core 133 to form a film roll 139. The lay-on roll 135 moves between a pressing position where it press the film roll 130 to forcibly exclude air entrained therein and a retreated position apart from the film roll 139. The surface roughness measurer 140 operates when the lay-on roll 135 is positioned at the retreated position, and measures the surface roughness of the lay-on roll 135. If an arithmetic average roughness Ra exceeds 1.0μm or a maximum height Ry exceeds 6.0μm, the surface is determined to be abnormal, and a warning is displayed in a display part 142.
