It is possible to reduce an information amount transmitted between a mobile node (MN) and an access router (AR) which are connected via radio communication, thereby preventing congestion between the MN and the AR. Especially, it is possible to realize reduction of the information amount transmitted between a mobile router (MR) and the access router connected via radio communication and prevent congestion. The MR (11) reports information associated with route optimization performed between the MR (11) and a communication partner node from an RO information report unit (66) to an AR of the upper node connected and makes an RO proxy request unit (65) to request an AR to be connected after the next movement to perform route optimization in place of the MR. When the MR has moved to be connected to a new AR, proxy execution of the route optimization is requested from an execution request unit (68) to the new AR. The new AR connected after movement of the MR acquires information associated with the route optimization of the MR from the AR which has been connected before the movement of the MR and performs route optimization as proxy for the MR.
