PROBLEM TO BE SOLVED: To attain restriction or the like on the number of simultaneous calls for each telephone number by flexibly determining incoming to a logical outside line port which is preliminarily specified by a user. SOLUTION: Incoming destination logical outside line port registration for each telephone number is stored in a data storage part 101 through a user interface 100. When a LAN interface 102 receives an IP packet including a SIP message (call control information), a SIP message processing part 103 analyzes to which telephone number the message corresponds and obtains the telephone number from the analyzed result. A call control part 104 refers to the data storage part 101 on the basis of the acquired information, determines a related logical outside line port, and executes incoming processing to the specified logical outside line port.
