PROBLEM TO BE SOLVED: To clearly regulate operation for multiplexing a plurality of data flows to the same data block and transmitting the multiplexed data block from a mobile station UE and to efficiently control the transmission speed of the data block. SOLUTION: This transmission speed controlling method for increasing the transmission speed of data transmitted from the mobile station UE through an up-link up to a maximum allowable transmission speed instructed by a radio base station NodeB, comprises a process that in the case of multiplexing a plurality of data flows to the same data block and transmitting the multiplexed data block from the mobile station UE, the transmission speed of the data block is increased up to the highest maximum allowable transmission speed out of maximum allowable transmission speeds instructed in each data flow by the radio base station.
