PROBLEM TO BE SOLVED: To provide a roll which enables a cut corresponding to a label shape to be concurrently formed, when a protective film is stuck on a label base, and a label-forming device using the roll. SOLUTION: This label-forming device 10 comprises a pay-out part 12 for a label material M, a printing part 14 for doing printing on the surface of the label base LB, a film-feeding part 16 for feeding a protective film F, and a sticking part 18 for sticking the protective film F to the label base LB. The sticking part 18 comprises the almost D-shaped roll 50 and an impression cylinder 51. In the roll 50, a flexible member 54 and a cutter blade 55 are provided on the outer periphery of an arc-shaped surface part 52B. In the sticking part 18, the cut C corresponding to the shape of the label L is formed in the label material M and the protective film F concurrently with the sticking of the protective film F. After the ejection of the label L, next printing is performed in such a manner that a pitch between labels is kept small by feeding the label material M backward via a pay-out backward feeder 23.
