PROBLEM TO BE SOLVED: To provide an information and telecommunications system capable of transmitting information to all workers promptly and of managing their safety and whereabouts collectively. SOLUTION: A helmet body 2 is of a shape that has a visor 2a in its front part and a chin strap 9 attached to its sides. A cushioning material 7 consisting of foaming agents, etc. is provided inside the helmet body 2 for absorbing shock. A wireless receiver 3 is attached between the helmet body 2 and the cushioning material 7. A signal received by the wireless receiver 3 is transmitted to a speaker (an alarm device) 4 installed on a side of the helmet body 2 and to a light emitting device (an alarm device) 6 installed inside the visor 2a through a wiring 8 laid between the helmet body 2 and the cushioning material 7.
