PROBLEM TO BE SOLVED: To vary the setting of a three-dimensional noise reduction in interlocking with the movement of an image, and to obtain the image having a small after-image feeling and having a high noise suppression effect. SOLUTION: A limiter level and a multiplication factor are lowered and a degree of suppression in an after image can be increased when the movement of the image is large (when a hand swing is large) by a constitution, in which the limiter level and the multiplication factor in a three-dimensional noise reduction (3DNR) section 100 is set variably on the basis of an image-movement information output from a movement detector 23 in a noise reduction device. Then, the limiter level and the multiplication factor are increased and a noise eliminating effect can be preferred when the movement of the image is small (when shaking is small) by the constitution in the noise reduction device.
