PROBLEM TO BE SOLVED: To provide a basic frequency pattern generation system which is robuster and is richer in expression than heretofore, is conspicuous in intonation, and is more natural. SOLUTION: A pattern memory section 1-1 stores the representative pattern of every cluster obtained by clustering basic frequency patterns of accent phrase unit with an accent type. A pattern memory section 1-2 stores the representative pattern of every cluster obtained by clustering basic frequency patterns by an accent type and mora. A pattern selection section 2 selects the representative patterns by one of more pieces from each pattern memory section for every accent phrase based on the language information of every accent phrase obtained from the object text. A pattern confluent generation section 4 generates the one basic frequency pattern based on the representative pattern selected by every accent phrase. A pattern connecting part 5 generates the one basic frequency pattern corresponding to the text by connecting the basic frequency patterns selected by every accent phrase.
