PROBLEM TO BE SOLVED: To eliminate the inconvenience of hot water coming out of a hot water supply path every time a water heater is used and to extend the life of the water heater. SOLUTION: A valve element body 2 is provided with a valve chamber 3, a primary flow channel 4 through which fluid flows into the valve chamber 3, and a secondary flow channel 5 through which the fluid flows out of the valve chamber 3. A biasing force in a valve opening direction is applied by a main spring 9 to a valve element 8 housed in the valve chamber 3. When secondary pressure in the secondary channel 5 is greater than a set pressure, the valve element is moved in a valve closing direction by the secondary pressure against the biasing force of the main spring 9 so that a valve hole 6 is closed by a valve part 7. As the pressure in the secondary flow channel 5 further increases because of the after-boiling phenomenon of a water-heating heat exchanger or the like, the force of water flowing into an expansion tank chamber 11 from the secondary flow channel 5 via a pressure inlet channel 10 forces the fluid to flow into and expand the expansion tank chamber 11 as a movable member 13 locked to the valve element 8 moves to the opposite side to the locking part 12 of the valve element 8 against the biasing force of a pressure spring 15.
