PROBLEM TO BE SOLVED: To prevent accidental deformation of an opening portion of a circulation hole and to adjust a flow rate of the fluid according to need by preventing the inflow of a softened material into the circulation hole in adhering a fluid permeable filter and a base. SOLUTION: This fluid flow rate adjusting device comprises the fluid permeable filter 2 for controlling the circulation of fluid, and the base mounted adjacent to the fluid permeable filter 2 for sealing the fluid, and having the circulation hole 3 penetrated therethrough to allow the fluid to pass therethrough, in a circulation passage. The base has a bank-shaped projecting portion 4 over the circumference of the circulation hole in a state of being raised to an upper portion in the front and back direction of the base along the circulation hole, and the fluid permeable filter is integrally adhered to a top face portion of the base lowered from the projecting portion of a radially-outer part with respect to the projecting portion. Thus the deformation of the opening shape of the circulation hole caused by the inflow of a molten substance into the circulation hole in thermal fusion generated in adhesion, can be prevented.
