PROBLEM TO BE SOLVED: To provide a tensioner having a pulley housing fluctuating like circular arc. SOLUTION: A bearing restrains the housing and a pulley to fluctuate them along a circular arc path. The housing is provided with a circular arc damping surface acting mutually with a damping band. A twist spring is coaxially engaged with a friction member band and engages the friction member band with the circular arc damping surface when the housing moves by responding to force from the pulley. When the housing moves along the circular arc path due to load of a belt, the spring presses a friction damping member against the circular arc surface of the housing by contact between the damping band and a base to damp fluctuation of the housing. An axis of the pulley is eccentric from a central line of the bearing. When the housing moves, couple of force is generated si between the housing and the base acting through the bearing to generate friction force between surfaces of the bearing and damp fluctuation of the housing and fluctuation of the pulley further.
