PROBLEM TO BE SOLVED: To provide a discharge device capable of giving a desired spark-controlling effect by the use of a resistor which is made of a conductive resin material, arranged in a discharging circuit, and stabilized in resistance. SOLUTION: A high-resistance resin sheet 22 made of a conductive resin material is arranged between a counter electrode 42 of the discharging circuit 25 and a ground electrode 23. A conductive coating 60 is printed respectively on the contact portion of the high-resistance resin sheet 22 and the counter electrode 42 and on the contact portion of the high-resistance resin sheet 22 and the ground electrode 23, resulting in retention of a constant contact resistance between the high-resistance resin sheet 22 and the conducting material, i.e. the counter electrode 42 or the ground electrode 23.
