<P>PROBLEM TO BE SOLVED: To provide a video telephone, using the Internet, which enables transmission of audio and video while limiting the transmission to communication between specified individuals. <P>SOLUTION: Real-time transmission of only audio media is performed right after a connection is started, and the transmission and reception are carried out while real-time transmission of image media is added to the audio media when a designated time passes after the connection.
