<p><P>PROBLEM TO BE SOLVED: To improve the utility of an active stabilizer provided with an actuator for changing elastic force of a stabilizer bar. <P>SOLUTION: An operation mode of an electric motor having the actuator is switched by switching an energizing phase in an inverter to be a control power source based on at least either a vehicle traveling condition or a road surface condition. By the switching of the operation mode, the actuator can be controlled according to the actual vehicle traveling. As the operation modes, four modes of a "control mode" capable of performing an active control, a "stand-by mode" excellent in readiness of the transfer to the active control, a "brake mode" for making the actuator into a state close to lock and a "free mode" exerting no resistance force by the actuator are set. The operation mode is switched in the four modes.
