<p><P>PROBLEM TO BE SOLVED: To make it possible that even in the case when a third party has illegally obtained the mobile phone, the room entrance/exist control using it remains effective while preventing the third party from successfully impersonating the mobile's owner. <P>SOLUTION: An AP server 11, before the scheduled application time shown in the scheduled application time information included in the certification information registered in a certification table 121, informs the user's mobile phone 30 for the certification information about information for unlocking including a password contained in the certification information.
