The present invention relates to a control apparatus for a vehicle. First, there is an arbitration between target drive force set by the driver using an accelerator pedal or an automatic target drive force. Next, two possible throttle opening degrees are calculated. Depending on whether the engine is running in a saturation region where changes in throttle opening degree have only little influence on engine torque, on of the two calculated throttle opening degrees is selected. The determination of whether a speed of an automatic transmission is changed is based on the selected calculated throttle opening.
