PROBLEM TO BE SOLVED: To precisely identify a transfer function as to all frequencies. SOLUTION: A controller 1 comprises a gain measurement part 17 which measures the amplitude of an error signal (e) and a gain control part 18 which controls the amplitude of an identification signal (y) of one frequency selected by an identification signal generation part 10 according to the measurement result of the gain measurement part 17 so that the amplitude of an error signal (e) corresponding to the identification signal (y) of the one frequency becomes equal to the amplitude of an error signal (e) corresponding to the identification signal (y) of another frequency.
