PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which excels in properties such as sensitivity, is easy to manufacture, and prevents occurrence of image defects such as black spots on paper by inhibiting adhesion of a powdery substance to a photoreceptor surface and crystallization of hole transport agents in the photoreceptor, and also to provide an image forming apparatus equipped with the photoreceptor. SOLUTION: The electrophotographic photoreceptor is manufactured which has a photosensitive layer containing a binder resin, an electron transport agent, a charge generating agent and at least three hole transport agents, wherein at least one of the hole transport agents ensures a contact angle of≥91.0°between a resin film containing the hole transport agent and water.
