PROBLEM TO BE SOLVED: To provide an information recording and reproducing device which electrically connects an object to be controlled with a supporting base and prevents the generation of an unnecessary change of stress to enable its stable operation when the object to be controlled moves, and also provide a circuit device used for the same. SOLUTION: In the circuit device, the height (thickness) of a supporting base 17a which holds electronic parts and a circuit which supply a rotating carriage 15 with control signals is formed integrally with a carrier member via a plurality of cutting areas which are cut off from the carrier member so that the height of an FPC 18 which electrically connects the supporting base to the carriage may have a prescribed height at which the FPC can be moved in the same plane as a plane on which the carriage rotates or in a plane parallel to the plane on which the carriage rotates when the carriage rotates, and the supporting base is bent and overlapped in a prescribed position under the condition that the supporting base is cut out by cutout processing, to provide a prescribed height.
