PROBLEM TO BE SOLVED: To provide a headrest control device capable of moving a headrest to a position where it can cope with a rear-end collision of a vehicle in a short time when the collision is predicted or detected. SOLUTION: The headrest control device is provided with a headrest drive mechanism 30 for moving the headrest forward and backward, a distance detecting means (a headrest sensor 40) for detecting a distance between a head of a seated occupant and the headrest, a collision detecting means (a collision predicting means 43) for detecting or predicting a collision, and a control means 44 for driving the headrest drive mechanism 30 to control the distance between the head of the seated occupant and the headrest. The control means 44 has a first control means 44A for operating the headrest drive mechanism 30 to move the headrest to the predetermined position where it can cope with a rear-end collision of the vehicle on the basis of a detecting signal from the distance detecting means, and a second control means 44B for operating the headrest drive mechanism 30 to move the headrest to a close position closer to the head of the occupant in comparison with the predetermined position.
