PROBLEM TO BE SOLVED: To provide a magnetic recording medium capable of enhancing the coercive force of a recording layer and an S/N , and also increasing a recording density, and to provide a magnetic storage device. SOLUTION: The magnetic recording medium is composed of: a substrate 11; a seed layer 12 consisting of a crystalline material on the substrate 11; a particle diameter controlling layer 13; an underlayer 14; and a recording layer 19, wherein the particle diameter controlling layer 13 formed by depositing an Ag film and a W film in an island shape or a layer shape is provided on the seed layer 12 consisting of the crystalline material. The particle diameter controlling layer 13 functions as a growth kernel for the underlayer 14 and controls the particle diameter of crystal particles of the underlayer 14 formed thereon. Since the underlayer 14 is grown on the surfaces of the seed layer 12 and the particle diameter controlling layer 13 especially when the particle diameter controlling layer 13 is deposited in the island shape, crystallinity of the underlayer 14 is enhanced by influence of the surface of the seed layer 12.
