PROBLEM TO BE SOLVED: To provide an IP-PBX system capable of performing emergency call switching control in remote environment, in a case when a fault occurs at an IP network in an IP-PBX system operating in the remote environment of a distributed installation for an IP-PBX terminal having both of telephone device control and trunk line control in order to secure lifelines, and performing switching or cut return of an emergency call after checking the end of the call, without cutting off the call suddenly, during switching of the emergency call or cut return of the emergency call after restoration from the fault, even if operation for the IP-PBX terminal becomes impossible due to the fault. SOLUTION: When emergency call switching directly connecting a telephone device and a trunk line by an IP-PBX terminal is carried out during fault occurrence at an IP network, or when emergency call change-back is carried out due to restoration of the IP network from the fault, the end of a call via the IP network or a call by emergency calling is checked by call monitoring for the trunk line and the telephone device, and the call is held without cutting off suddenly.
