A cleaning device that excels in dust collection capability, and that permit s wide-reaching material selection with respect to its constituent fibers and substrate sheet, and that while preventing thermal deterioration and thermal hardening of materials, can be produced within a short processing time; and a process for producing the same. There is provided cleaning device (1) obtain ed by furnishing a multiplicity of long fibers (30) of aligned direction with linear binding part (40) for binding the long fibers together through heat sealing to thereby form member of bound long fibers (31) joined together in advance by the binding part (40), and bonding the resultant member of bound long fibers (31) to substrate sheet (6) by means of an adhesive of hot melt type, etc. Further, a brush sheet having multiple brush shaped pieces at its part with brush shaped pieces not formed may be united with a fiber bundle a nd substrate sheet (6) by means of an adhesive.
