PROBLEM TO BE SOLVED: To provide a bag manufacturing and packaging machine capable of improving production efficiency and interrupting production of goods under a condition of good appearance. SOLUTION: The bag manufacturing and packaging machine is capable of producing a continuously packaged goods LM is provided. The machine comprises a welding means for welding a packaging material, a cutting means for forming a notch on the packaging material in the welded region and cutting the packaging material at the upper end of a header H to cut off the continuously packaged goods LM each other, an operating part operated when packaging operation is stopped, a storing means for storing the specified number of small bags B on every one continuously packaged good, and a controlling means for stopping the packaging operation after the specified number of the small bag B is formed and cutting off the upper end of the header H is performed to produce the continuously packaged goods LM, regardless of progressive situation of the packaging operation when the operating part is operated to stop the packaging operation.
