PROBLEM TO BE SOLVED: To provide a permselective separation membrane which achieves the better balance of the separation characteristic, the higher safety and stability of the performances, and excellent in assembly performance of the module, and a blood purifier which achieves the higher occurrence of the water permeation performance in priming. SOLUTION: The permselective separation membrane mainly comprises a polysulfone polymer and a polyvinyl pyrrolidone (PVP). The permselective separation membrane with the moisture rate of 1-10 mass% after irradiated with the radiation and/or electron beam has a skin layer at least on the blood contact surface and the content of PVP in the outermost layer in the non-blood contact surface of the separation membrane is 25-50 mass% while giving (PVP content of outermost layer in non-blood contact surface)/(PVP content of outermost layer in blood contact surface)≥1.1. In the permselective separation membrane, when the bovine blood at 37°C with the additives of sodium citrate is made to flow by 200 ml/min to a module loaded with the separation membrane at a filtration flow rate of 20 ml/min, the sieving coefficient of albumin 15 min later is 0.01 or more to 0.1 or less while the sieving coefficient two hours later is 0.005 or more upto 0.04.
