<p><P>PROBLEM TO BE SOLVED: To eliminate useless packet transfer in a network. <P>SOLUTION: Amount of reception information of a reception terminal is notified to a relay device after being described to a specified packet at a constant interval, and the relay device is designed to read the amount of the reception information from inside of the arrived specified packet, to detect the maximum reception rate in every destination of the same file of the same server, and to notify its detection result to the server after describing in the specified packet. The server is designed to adjust a transmission rate of the packet based on notification of the maximum reception rate.
