PROBLEM TO BE SOLVED: To provide a surface-treated stainless steel sheet for a gasket capable of maintaining adhesivity of the stainless steel sheet to a rubber-coating layer for a long period by utilizing the interaction of a Cr-free treatment film provided on a surface of a base material, i.e., stainless steel sheet with a resin-adhered layer provided thereon, and enhancing the workability. SOLUTION: A treatment film containing titanium compounds, fluorine compounds and amines is formed on a part of the surface or the whole surface of a surface-treated stainless steel sheet for a gasket, and an adhesive layer containing novolac type phenol resin is provided on the treatment film. Amines contained in the treatment film promotes the crosslinking reaction of the novolac type phenol resin, and an inorganic-organic compound film having excellent adhesivity is formed of the treatment film and the adhesive layer. A rubber-coated layer is formed on the compound film. The treatment film may further contain zirconium compounds. COPYRIGHT: (C)2006,JPO&NCIPI
