PROBLEM TO BE SOLVED: To provide a polymer heating element high in durability and safety and a method for manufacturing the heating element. SOLUTION: The polymer heating element comprises a pair of electrodes 3 sandwiched between a base side resin film 2 and a cover side resin film 5, and a polymer resistor 4 formed between the pair of electrodes.
