PROBLEM TO BE SOLVED: To reduce the processing load on a model prediction controller. SOLUTION: The model prediction controller 1 includes an optimum operation variable determination part 10, an internal state estimating part 20, a storage database 30, and an internal state estimation control part 40. If predetermined requirements are met, the internal state estimation control part 40 omits state estimation by the internal state estimating part 20 to reduce the processing load. The requirements include: (1) cases where the more the number of times of optimization by the optimum operation variable determination part 10 exceeds an upper limit, the greater the processing load becomes; and (2) cases where the measurement of a controlled variable detected from the subject of control is stable and almost equal to a target controlled variable.
