PROBLEM TO BE SOLVED: To provide a transplanter by which seedlings having root pots can be transplanted and in which seedlings can not be pushed and fallen from the rear by an installation means or a holding means even when rotation speed of a planting board is slower than traveling speed of the transplanter and to provide a transplantation working vehicle equipped with the transplanter. SOLUTION: A transplanter A1 is equipped with a mounting frame 1 and a base frame 2. The base frame 2 is formed by framing side frames 20, 20, a middle frame 26 and a rear frame 21. A driven traveling wheel 3 is installed in the middle frame 26. Planting boards 4 are each installed between each side frame 20 and the middle frame 26. Each planting board 4 is rotated by torque by the driven traveling wheel 3. A plurality of installation mechanism parts 7 are installed in a state protruded to the outside in the periphery of each planting board 4. In the each installation mechanism part 7, when the planting board 4 approaches seedlings-releasing part R on the lower side by rotation, an installation part 72 for placing root pots of plug seedlings is moved to the inside of the planting board 4.
