PROBLEM TO BE SOLVED: To provide a stepping motor control device that performs high-accuracy positioning and high-speed moving with less power consumption, and to provide a pen recorder that uses it. SOLUTION: This invention relates to the stepping motor control device and the pen recorder, and in particular to the stepping motor control device of closed loop control using an encoder and the pen recorder using it. This device is provided with a driver that drives an exciting coils of the stepping motor according to an input pulse signal, a PWM control portion that controls the revolutions of the stepping motor by changing the pulse signal given to the driver, a pulse encoder that rotates according to the revolutions of the stepping motor and outputs pulses corresponding to the position of a moving object, a position counter that counts the pulses outputted from the pulse encoder and detects the current position of the moving object, and a pulse rate control portion that gives the PWM control portion a rate control signal that controls the updating stand-by time of the pulse signal given to the driver, according to the deviation between the target position and the current position of the moving object.
