PROBLEM TO BE SOLVED: To provide a weed-proof structure using a small quantity of natural resources, low in cost with excellent water holding property and nonslip property even in rainy weather. SOLUTION: A ground surface covering material 1 mainly formed of a mixture of tile aggregate 2 obtained by crushing tile waste material, and a cement-based hardener 3, is spread on the ground surface G, and then solidified after sprinkling water on the surface to attain low-cost construction without using much of natural resources while having excellent water retention property. Further, the tile aggregate is uniformed to a predetermined size to impart moderate water permeability. Consequently, puddles are hardly formed on the surface, and the hardener 3 is settled in a solidifying process by sprinkling to expose a part of the tile aggregate 2 from the surface of the covering material 1 and to form moderate unevenness on the surface of the covering material 1.
