PROBLEM TO BE SOLVED: To drain water by turning an operating lever by a slight angle. SOLUTION: A horizontal turning shaft 11 of a tank 1 is provided with an arm 12, and the vertically turnable operating lever 20 is provided in front of the turning shaft 11 and connected through a turning force transmission mechanism. The operating lever 20 is maintained such that its front end 20a faces the front side of the tank 1 in the azimuth around the axis of the turning shaft 11 in a cut-off state. The turning shaft 11 is turned around the axis by turning the operating lever 20, and the turning angle of the turning shaft 11 becomes larger than the turning angle of the operating lever 20 by the action of the turning force transmission mechanism. In this manner, the turning shaft 11 can be turned at an angle large enough to drain water in the tank 1 by turning the operating lever 20 by the slight angle. Furthermore, in the case of enclosing the tank 1 in a cabinet C, the front face of the cabinet C has only to be provided with an opening corresponding to the stroke of the operating lever, which does not impair the appearance.
