PROBLEM TO BE SOLVED: To provide an access controller which can improve the flexibility of access privilege setting. SOLUTION: The access controller has a user's group, an object data access right database of which associated access level value, and a classification access privilegedata base which associated access level value for every classification of the user for every data for access. If there is an access demand, it is based on the access level with a lower level, and is localized about the access priority of the access level value acquired from each data base according to the group and the classification of the demand pristine user about target data.
