The device comprises a handle part (2) accommodating the mechanism moving the cutting tool and a hollow shaft (4) surrounding the cutting tool almost completely. A socket (16) facilitates the connection of a suction tube. The rotating tool has a cutting head with a cutting edge working in combination with the sharp edge at a window at the lower end of the shaft (4). The tip of the shaft (4) is closed and rounded and the window positioned laterally slightly above the tip.
