PROBLEM TO BE SOLVED: To improve the percutaneous absorption of a water soluble medicine contained in an externally skin-applying composition. SOLUTION: This oil externally skin-applying composition containing 50-95 mass% oil content containing 10-100 mass% solid or semi-solid oil content and 5-50 mass% powder and also having≥50% occlusive property is applied further over an externally skin-applying composition containing the water soluble medicine applied previously.
