PROBLEM TO BE SOLVED: To provide a strip member cutting method according to which a cut surface of a strip member is instantaneously separated from a cutter and unnecessary strain is not applied to a portion of the strip member other than a cut area by the cutter, and to provide a strip member cutting device. SOLUTION: According to the strip member cutting method, the strip member WA is inhibited from moving in a lengthwise direction by a holding mechanism 10, and strain in the lengthwise direction is applied to the strip member WA in a predetermined widthwise range on which a second abutting roller 22 abuts, followed by cutting the strip member WA in the predetermined widthwise range to which the strain is applied, by the cutter 31, to thereby instantaneously separate the cut surface of the strip member WA from the cutter 31. Thus heating of the strip member WA due to contact friction between the cutter 31 and the strip member WA or production of rubber chips can be prevented, which leads to high-speed rotation of the cutter 31, to thereby shorten a time period necessary for the cutting.
