Method for scalably encoding and decoding video signal

Disclosed is a method for scalably encoding and decoding a video signal. The video signal is encoded through an inter-layer prediction scheme based on a data stream of a base layer encoded with x¼ resolution. The inter-layer prediction scheme applied between the enhanced layer and the base layer representing x4 resolution difference includes a motion prediction scheme for predicting motion and dividing a macro block of the enhanced layer based on division information, mode information, and/or mode information of a block of the base layer. Thus, the inter-layer prediction scheme is applied between layers representing x4 resolution difference, thereby improving a coding efficiency.
