PROBLEM TO BE SOLVED: To facilitate monitoring approach between a person and an automobile or between automobiles. SOLUTION: Mobile information terminals 10a-10c receive a GPS signal to measure positions, and transmit the measured positions to an information processor 2 as position information. The information processor 2 receives position information from a plurality of mobile information terminals 10a and the like, and grasps the distribution state of the mobile information terminals. The information processor 2 transmits map information showing the position, moving direction or speed of a predetermined mobile information terminal to the predetermined mobile information terminal, based on the grasped distribution state. The information processor 2 transmits function control information, based on the grasped distribution state. The function control information may be information for controlling other devices as well as information for controlling the mobile information terminals. The information processor 2 transits, for example, function control information for controlling an automobile to the mobile information terminal 10c.
