PROBLEM TO BE SOLVED: To provide an environment for easily and remotely controlling a video camera to an end user via a general network such as the Internet. SOLUTION: An external device 1002 connected to the network accesses a camera control device 1001 using a URL including a first character string indicating an address of the camera control device 1001 and a second character string indicating camera control and its controlled variable. The camera control device 1001 analyzes the received second character string, and according to the result, an image is picked up by a camera 1003 while controlling a camera control means 1017.
