PROBLEM TO BE SOLVED: To provide a water barrier sheet excellent in cushioning properties, water barrier properties, execution properties and economical efficiency. SOLUTION: After both sides of a polyvinyl chloride resin sheet are melted, nonwoven fabrics are bonded to both molten sides of the sheet under pressure to constitute the water barrier sheet having composite layers comprising fibers which constitute the nonwoven fabrics and the polyvinyl chloride resin entering the interstices of the fibers. Further, preferably, a resin layer originating from the polyvinyl chloride resin sheet is provided between two composite layers.
