PROBLEM TO BE SOLVED: To provide a message distribution system for transmitting and receiving an SM and an IM without installing a short message gateway, and also to provide a server device and a message distribution method. SOLUTION: A distribution server enabling the SM to be distributed utilizing a generally used protocol by performing the character code conversion of the SM and distributing the SM to an IP network when transmitting and receiving an SMS between incompatible networks such as a PDC network and an IMT-2000 network, is installed in the poststage of an SMSC.
