PROBLEM TO BE SOLVED: To easily perform precision operation at an arbitrary speed even in the case of performing remote operation by a remote operating device using a joy stick. SOLUTION: This operating speed control device of a crane includes: a plurality of control valves 51, 52, 53, 54 for controlling a plurality of actuators; the remote operating device 20 having joy sticks 21L, 21R for selecting an actuator to determine the operating direction and operation distribution rate, and a speed lever 23 for determining the spool operation amount; a receiver 30 for receiving the operation signals of the joy sticks 21L, 21R and the speed lever 23 sent from the remote operating device 20; and a crane operation control device 40 for storing a funciton formula for calculating the spool operation amount of the control valve, determining the spool operation amount on the basis of the operation distribution rate obtained from the operation signals of the joy sticks 21L, 21R and the pulling margin rate obtained from the operation signal of the speed lever 23, and sending a spool control signal to the control valve of the selected actuator.
