PROBLEM TO BE SOLVED: To reduce the risk of leaking information and to respond to the suspicion of the leakage of the information. SOLUTION: An individual information management device preserves individual information in an individual information storage part and manages it. When the management of the individual information is not necessary owing to a member cancel or a registration content change, etc., the unnecessary individual information X is converted into another kind of information Y by a conversion function F which is hard to be reversely converted or hard to collide. The post-conversion information Y is stored in the individual information storage part in place of the pre-conversion information X (the individual information X is rewritten into another information Y). When the individual information, which is suspected in the leakage suspicion from a third person, is received in the individual information management device, the received individual information X is converted into another information Y by the conversion function F. The post-conversion information Y is collated for determination whether stored in the individual information storage part or not, so that it is determined whether or not the individual information suspected in the leakage suspicion is the one which is leaked from the individual information management device.
