PROBLEM TO BE SOLVED: To speedily and easily evaluate frequency characteristics of the internal impedance of a power storage and supply device in an actual charge and discharge state. SOLUTION: A charge and discharge part 1 charges and discharges the power storage and supply device 100. A measuring part 2 measures a current value or a voltage value after the start of charge and discharge at prescribed time intervals. In the case that the power storage and supply device 100 is expressed as an equivalent circuit comprising both a resistor component of which the resistance value changes according to frequency and a capacitor component of which the electrostatic capacitance value changes according to frequency through the use of changes in a current value or a voltage value at each time point, a computation part 3 computes both a first parameter corresponding to the resistance value of the resistor component and a second parameter corresponding to the electrostatic capacitance value of the capacitor component and evaluates frequency characteristics of the internal impedance of the power storage and supply device through the use of the first parameter and the second parameter.
