<P>PROBLEM TO BE SOLVED: To provide a solid electrolyte in which peeling off of a proton conductive solid electrolyte layer and a hydrogen permeable metal substrate is not generated. <P>SOLUTION: The solid electrolyte includes a hydrogen permeable metal region 2 having hydrogen permeability and a solid electrolyte region 1 having the proton conductivity, and the hydrogen permeable metal region 2 and the solid electrolyte region 1 are integrally formed. Because the hydrogen permeable metal region 2 and the solid electrolyte region 1 are integrally formed, the interface is suppressed from being formed at the border of the hydrogen permeable metal region 2 and the solid electrolyte region 1.
