PROBLEM TO BE SOLVED: To provide a recording and reproducing device capable of safely, surely and easily informing a user of whether or not a recording medium is attached inside the recording and reproducing device. SOLUTION: The recording and reproducing device has a recording medium attachment part 100 to which the recording medium is attached. The recording medium attachment part 100 has a window 101 made of general glass or plastic and with sufficient transparency, a window cover 102 to the window 101 and a laser emission part 103 which emits laser to perform recording, reproduction to the recording medium. The window part 101 has the window cover 102 which covers an opening of the window part 101 and a lock mechanism which locks the window cover 102 at a closed state. Since lock is released to the lock mechanism when a power source 106 is off or when the laser is not emitted, the user can manually open and close the window cover 102 and when the laser is emitted, the window cover 102 is locked.
