PROBLEM TO BE SOLVED: To prevent optical modulation characteristics of liquid crystals from degrading and to prevent a drive voltage from increasing, by making a manufacturing process simpler and the cost of manufacturing lower in a resin structure forming technique of forming a resin structure, by concentrically depositing the resin at a prescribed region from among the liquid crystal/resin mixture packed in between substrates. SOLUTION: An optical mask 6 for UV rays 7 is put on the one transparent substrate 5 and is brought into tight contact with the transparent substrate 5. The transparent substrate 5 is then irradiated thereon with the UV rays 7 via the optical mask 6. The UV rays 7 that passed through the optical mask 6, are made into the UV rays 7 of high parallelism of≤2°in collimation half angle. Phase separation of the polymerized resin 9 and the liquid crystals 1 is progressed in the resin 2 by the irradiation with the UV rays 7 and the resin structure 10 is formed in this region; but since the spreading angle of the spread light 8 is small, and thus the dispersion of resin fibers 11 near the resin structure 10 is suppressed and increase in the drive voltage is suppressed.
