PROBLEM TO BE SOLVED: To suppress void generation and scattering in an image forming apparatus with an intermediate transfer belt, and to faithfully transfer a toner image on a photosensitive drum to the intermediate transfer belt. SOLUTION: The surface microhardness of the intermediate transfer belt is made smaller than the surface microhardness of toner, and the ratio of an elastic energy component to the sum of a composition energy component and the elastic energy component in a surface microhardness measurement of the intermediate transfer belt is made≥50%, whereby void generation is suppressed. An image bearing member and an intermediate transfer member come into contact with each other under a pressure of≥1×10<SP>2</SP>Pa in a transfer section, and the adhesive force index of Kawakita method of the toner is made≥110, whereby scattering is suppressed.
