The device comprises a static disc on a static pivot upon which is mounted a rotating element, a crank fastened on a crank pivot mounted on the outer section of the rotating element, a dynamic disc fastened to the crank pivot and mechanically connected to the static disc in order to form an angle ratio between the rotating of the crank around the crank pivot and the rotary motion of the crank around the static pivot, and a foot pedal pivot-attached to the outer end of the crank so with the rotary motion of the crank the pedal is moved in an elliptical circle.
